Approaching the chronicles as political documents and applying a methodology based on a comparative study with the law, we highlight the proximity between the thought of the Inca Garcilaso on the subject of the system that should govern Peru and the legislation introduced in Spain in the form of the Laws of Burgos and Valladolid. This legislation led to the discovery of a new philosophical, political, theological and legal theory, before the advent of International Law and Human Rights.
